Ireland introduces Online Safety Code for video-sharing platforms like TikTok and Instagram


Ireland's media regulator, Coimisiún na Meán, has launched an Online Safety Code to regulate video-sharing platforms like TikTok, YouTube, and Instagram, headquartered in the country. Effective next month, the Code mandates platforms to ban harmful content such as cyberbullying, self-harm promotion, and CSAM, broadening the scope beyond the EU's Digital Services Act. It requires platforms to implement user-friendly reporting systems for harmful content and appropriate age verification for accessing explicit material.


Although not enforcing upload filters, the Code emphasizes a notice-and-takedown approach. Platforms are encouraged to establish parental controls for content potentially harmful to minors. Initial plans to regulate recommender systems were deferred, with reliance placed on the Digital Services Act for that aspect. The Code is part of Ireland's broader Online Safety Framework aimed at holding digital services accountable and protecting users from online harm. Ireland's Online Safety Commissioner highlighted the shift from self-regulation to binding rules, ensuring platforms reduce user harm and comply with obligations.
